HKTDC welcomes 2023 Policy Address

  • Annual address outlines comprehensive blueprint for Hong Kong’s future development

The Hong Kong Trade Development Council (HKTDC) welcomes the 2023 Policy Address, delivered today by the Hong Kong Special Administrative Region’s (HKSAR) Chief Executive Mr John Lee.

The Policy Address presents a comprehensive set of measures encompassing various areas, such as the economy and trade, people’s livelihood and youth development. It addresses the challenges and opportunities facing Hong Kong, with the aim to reinforce its competitive advantages, integrate into national development and serve as an international hub connecting global markets as well as promote economic growth, paving the way for the city’s sustainable development.

Dr Peter K N Lam, Chairman of the HKTDC, said, “The Policy Address highlights a diversity of forward-looking and innovative measures across key areas, such as economic growth, business and investment attraction, infrastructure planning, and the development of the cultural and creative sectors. The comprehensive plan ensures that Hong Kong leverages its “eight centre” advantages and supports and integrates into national development, while creating strong impetus for economic growth and enhancing its competitiveness.”

The Policy Address states the Government will leverage Hong Kong’s advantages in professional services to develop the city into a regional intellectual property (IP) trading centre. The HKTDC fully supports measures to promote IP developments in Hong Kong, such as the latest amendments to the Copyright Ordinance and implementation of the patent box tax incentives.

The HKTDC will commission a consulting firm to conduct research on IP trading of Hong Kong’s creative industries and optimise our Asia IP Exchange (AsiaIPEX) and further promote IP-related cooperation.

In addition, we will enhance our major international IP events, such as the Business of Intellectual Property Asia ForumHong Kong Book FairHong Kong International Film and TV Market (FILMART) and Hong Kong International Licensing Show, by working with industry players and providing business matching activities and professional services. This is to help businesses producing local original works tap into Mainland China and international markets.

The HKTDC supports the Government’s push for the continuous development of small and medium-sized enterprises (SME) and welcomes the launch of E-commerce Easy under the Dedicated Fund on Branding, Upgrading and Domestic Sales, which will enable SMEs to implement e-commerce projects.

The HKTDC has been actively promoting Hong Kong businesses’ engagement in e-commerce through its Transformation Sandbox (T-box) business support programme and Digital Academy, year-round services that accelerate SMEs’ digital growth and transformation.

The Policy Address outlined the Government’s intention to continuously promote the development of the convention and exhibition (C&E) industry. Expanding C&E facilities and raising C&E space play a pivotal role in reinforcing Hong Kong’s role as an international C&E as well as trade hub.

In regard to strengthening trade promotion efforts in emerging countries along the Belt and Road, HKTDC will continue to leverage its global network, which already covers extensive Belt and Road markets.

At the recent Belt and Road Forum, President Xi Jinping announced eight major steps to facilitate high-quality Belt and Road cooperation, which we fully support through our global network and international conferences and fairs.

In regard to seizing opportunities brought about by the silver economy, the HKTDC will incorporate more silver economy elements into its business platform, such as the Asia Summit on Global Health, Hong Kong Electronics Fair (Spring and Autumn) and Hong Kong International Medical and Healthcare Fair, to enhance the promotion of relevant products and services, help enterprises tap into the market and strengthen Hong Kong’s role as an international trade hub.

The creative industry remains a driving force for Hong Kong’s economic growth. The HKTDC applauds the measures that strengthen support for the cultural and creative industries, including injecting more funds into the Film Development Fund and CreateSmart initiative, launching the Filming Financing Scheme and Hong Kong-Europe-Asian Film Collaboration Funding Scheme and increasing cultural exchanges.

Dr Lam added: “The HKTDC will continue to align with national development and collaborate with our various partners to jointly promote the economic development of Hong Kong and share Hong Kong’s stories and successes with the world.”

Wine & Spirits Fair showcases drinks from across the globe

The trading platform for fine wines from across the world will hold a Public Day on Sunday

The HKTDC Hong Kong International Wines & Spirits Fair, organised by the Hong Kong Trade Development Council (HKTDC), will be held from 3 to 5 November, Friday to Sunday, at the Hong Kong Convention and Exhibition Centre. The 15th edition of the Fair will assemble more than 500 exhibitors from 17 countries and regions to showcase fine beverages from around the globe as well as wine-related products and services.

The HKTDC’s Deputy Executive Director Sophia Chong said the 15th Wine and Spirits fair will bring together more than 500 exhibitors from 17 countries and regions.

The first two days will be open to industry professionals and buyers while the last day, (5 November, Sunday), will also open to public visitors with tickets, offering wine lovers an exceptional opportunity to enrich their knowledge and sample a broad selection of wines from around the world.

Angel Champagne Asia Ltd, Flavour Of Life Ltd, JH Joy&Harmonie UG, Leung Yick Company Ltd, Ningxia Xige Estate Co., Ltd, Oriental Pearl (HK) Ltd, Premium Wine Negociants Pty Ltd, Wiseville (Asia-Pacific) Ltd and Wuliangye International (HK) Ltd will showcase their wine products at the Fair.

The HKTDC’s Deputy Executive Director Sophia Chong said the COVID-19 pandemic had hit the wine industry but the market was full of potential and was expected to grow continuously. Data portal Statista estimated that global wine industry revenue would amount to US$333 billion this year, with sales growth projected at 5.52% annually between 2023 and 2027.

“Hong Kong is a key connector to the wine and liquor market in Asia. Given the growth in consumption power in Mainland China, many wine merchants are now making inroads into this sizeable market. A lot of international wine companies have set up operations in Hong Kong to seize business opportunities in Mainland China and around the world. As an elite global trading platform for fine wine, the Wine & Spirits Fair brings tremendous opportunities to local, mainland and international wine corporations,” she said.

Statista predicted mainland wine-sector revenue would reach US$27.2 billion this year and grow 3.93% annually between 2023 and 2027. An HKTDC market research survey conducted in 2020 showed mainland consumers were growing increasingly knowledgeable about wine. Of the respondents, 25% said they had intermediate or advanced knowledge of wine, and 41% said they drank wine at least once a week.

Given its status as a duty‑free port, wine merchants and investors regard Hong Kong as the most cost‑effective and convenient distribution hub to store investment-grade wines for delivery to markets on demand. Mainland China and Macao, which accounted for about 69% of wine exports last year, were the major destinations. In value terms, Hong Kong wine exports increased 45.1% last year.

Showcase for quality global wines
The 15th Wine & Spirits Fair will feature a diverse range of fine beverages, including old-world and new-world wines, wines and liquor from Mainland China and Japan, as well as whiskies and beers. The fair will feature 11 group pavilions showcasing products from Australia, France, Germany and Italy, Japan, Mainland China, as well as the Hong Kong General Chamber of Wine & Spirits. Notable products include:

  • Domaine Laureau Savennières Les Genêts 2018 embraces biodynamics and organic farming. This wine reveals intense peach and honey aromas, along with minerality, that carry through to the palate.
  • NV Brut Rose White features flavours of strawberries and créme anglaise, creating a well-balanced and silky texture. This exceptional wine was honoured with a gold medal at the Sommelier Wine Awards in the United Kingdom.
  • 2023 Hither and Yon Fiano originates from Campania in southwestern Italy, where it is regarded as a strongly flavoured, lifted aromatic variety. This particular wine is known for its crunchy, refreshing, and light profile, containing a moderate alcohol content of just 11%.
  • Xige N28 Chardonnay, from Ningxia Autonomous Region, shows lively and complex aromas of fresh tropical fruits such as pineapple, melon and grapefruit, as well as honey and fresh creamy notes thanks to oak-barrel fermentation. The wine is round with a well-balanced acidity, an elegant expression of Chardonnay. It was served at the welcoming dinner for French President Emmanuel Macron’s visit to China in April this year.

In addition to beverages, the Wine & Spirits Fair features zones that promote the industry’s all-round development, including Wine Education as well as Wine Accessories, Equipment and Services. Snacks and nibbles to accompany wines will be showcased in the Friends of Wine zone.

Key events explore sustainable wine industry
Wine & Spirits Fair events include wine-tasting sessions where buyers and visitors can try fine wines from around the world.

The Opening Reception on the first night will welcome Paul Chan, Financial Secretary of the Hong Kong Special Administrative Region Government, as Guest of Honour. Various seminars and tasting sessions will explore wine trends in different regions and markets, and introduce wines, sakes, whiskies, beers and more, offering participants a chance to savour unique flavours.

He engaged with more than 70 suppliers, mainly from Mainland China, Taiwan, Korea, and Vietnam, including those he contacted through the Click2Match business-matching platform. He shared: “My hope is to collaborate with around 50% of these suppliers and foresee placing orders worth between US$3 to US$5 million with these new suppliers.”

Taresh Vadgama, the Vice President of Product Development and Manufacturing at Canadian company Lenbrook International, attended the fair to source streaming and audio equipment, including speakers and amplifiers. He said: “During the event, I had the opportunity to engage with five to six promising new suppliers and conducted eight business meetings through the Click2Match platform. We are looking to establish long-term partnerships with one or two of these suppliers.”

Online intelligent matching platform extends fairs
The events featured 83 activities and forums with more than 120 industry leaders from 11 countries and regions invited to bring the latest information and unique insights from the industry to the attendees. HKTDC Export Index 3Q23: Export sentiment softens in Q3

Optimism for ASEAN, Japan and Mainland China markets

The HKTDC Export Index fell 7.3 points to 40.5 in the third quarter of 2023, caused primarily by weak global demand, in line with weakness in exports across the region.

HKTDC Director of Research Ms Irina Fan [L] and Senior Economist Ms Cherry Yeung [R] announced the HKTDC Export Index for the third quarter of 2023 at a press conference today.

Economic risks remained exporters’ top concern. Almost half of survey respondents (48.6%) saw economic slowdowns or recession risks in overseas markets as the biggest challenge, followed by ongoing geopolitical tensions (17.9%) and a smaller-than-expected boost from Mainland China’s economic recovery (16.5%).

Despite the softened export sentiment, traders intend to adopt pro-growth business strategies to strengthen their resilience in the longer term.

Pro-growth business strategies
While increased marketing and promotional activities (41.4%) remained exporters’ key strategies in the third quarter, a significantly higher number of exporters said they plan to provide a wider range of value-added services (40.5%, up 19.2 percentage points).

The third top strategy is to stabilise finances to ensure sufficient cash flow (32%, up 4.7 percentage points). Diversifying sales to additional markets (26.3%) and increasing e-commerce activities (25.7%) were also among the five most popular strategies identified.

Hong Kong Trade Development Council (HKTDC) Director of Research Ms Irina Fan said in response to an uncertain global business environment, traders are adopting a more cautious approach. “At the same time, they are still eager to grow their businesses with proactive measures, such as stepping up marketing and promotional activities, offering more services and expanding to new markets,” she added.

Exporters tend to keep low inventory
Local exporters tended to run down on inventory (51.5) in the third quarter, suggesting they are holding slightly lower-than-normal inventory, compared with higher-than-normal stocks (48.5) in the second quarter.

Ms Fan added: “Keeping low inventory levels may mean exporters are trying to minimise the costs of holding stocks and ensure that sufficient resources are available to respond promptly to buyers’ demands.”

More than 70% of the respondents said they are currently operating at smaller-than-normal capacity in terms of manpower and production equipment.

Brighter spots
HKTDC Senior Economist Ms. Cherry Yeung said the sentiment towards all key export markets was below 50, but local exporters are more optimistic about the Asian market, being the most positive about ASEAN (41.6), followed by Japan (39.1) and Mainland China (38.6).

While export confidence was highest in the toys (42.2, down 13.2 points) and electronics (40.8, down 6.9 points) sectors, confidence levels have dropped substantially regarding timepieces (32.9, down 15.9 points).

Stable or higher export profitability expected
New orders activity also remained weak. The Current New Orders Index fell 12.5 points to 32.6 in the third quarter. However, exporters are more positive about new orders in the fourth quarter, resulting in an overall Expected New Orders Index of 46.2.

Despite that, exporters remained mostly optimistic about their operations’ profitability outlook and shared similar views as in the second quarter. The majority of respondents (61.7%) expected to see stable (34.3%) or higher (27.4%) profit margins.

Based on a quarterly HKTDC survey of 500 exporters from six major industries – clothing, electronics, jewellery, machinery, timepieces and toys – the index above 50 indicates an optimistic outlook and below 50 as pessimistic.

Two new markets – India and Taiwan – were added to provide insights into additional markets in the HKTDC Export Index for the third quarter of 2023. The study now covers seven major export markets contributing some 85% of Hong Kong’s total exports (in value terms).

Taking all these factors into account, HKTDC Research has revised its forecast for Hong Kong’s export growth this year to between -7% and -9%.

Hong Kong Dinner in London returns after 4-year hiatus

After a four-year absence due to the pandemic, the Hong Kong Trade Development Council (HKTDC) once again organised the annual Hong Kong Dinner in London to celebrate Hong Kong-UK ties and promote business opportunities and growth globally.

Speaking at the Hong Kong Dinner in London, HKTDC Chairman Dr Peter K N Lam said that the HKTDC looks forward to strengthening ties between the UK and Hong Kong business communities in the years ahead.

Hong Kong and the UK have long shared strong bilateral economic and business relations. In spite of the disruptions of the past few years, the partnership remained strong, with the UK becoming Hong Kong’s second-largest trading partner in Europe in 2022.

With this dinner, the HKTDC, also aimed to reaffirm Hong Kong’s position as a leading international finance, business and investment hub and gateway between Mainland China and the UK and beyond.

At the dinner, Dr Peter K N Lam, Chairman of the HKTDC, delivered his opening remarks to some 400 business leaders from the UK and Hong Kong: “Hong Kong’s fundamental strengths continue to position it as the go-to platform for UK businesses to access the vast China and Asia markets. Hong Kong is a key city in the rapidly growing Guangdong-Hong Kong-Macao Greater Bay Area. The HKTDC will continue to help UK businesses succeed in Asia by connecting them with arising opportunities in the region.”

Speaking at the Hong Kong Dinner in London, HKTDC Chairman Dr Peter K N Lam said that the HKTDC looks forward to strengthening ties between the UK and Hong Kong business communities in the years ahead.

The dinner’s guest of honour Mr Paul Chan, Financial Secretary of the Hong Kong SAR, remarked: “In the past few years, the business communities in the UK and Hong Kong have faced many global challenges. As Peter noted, our bilateral trade is solid. And we’re still home to more than 650 UK companies and thousands of UK expats – most, if not all, of them happy that business, and rugby, are back in Hong Kong. That, I’d say, speaks well of our traditionally strong cultural ties and long-standing people-to-people bonds.”

Mr. Paul Chan, the Financial Secretary of the Hong Kong SAR, welcomed UK businesses, consultants, and professionals to participate in the infrastructure development of the Northern Metropolis and a large-scale reclamation project at Kau Yi Chau.

Mr. Chan reiterated that Hong Kong’s singular one country, two systems principle remains firmly in place. Additionally, Hong Kong has introduced financial services and innovation and technology initiatives aimed at driving the city’s economic future. Hong Kong will also press ahead with innovation and technology (I&T) development by actively strengthening collaboration with sister cities in the Guangdong-Hong Kong-Macao Greater Bay Area. More innovative policies will be taken forward together to spur the development of the Northern Metropolis as an I&T hub. In particular, there is promising prospect for green tech and green finance.

Open Group champion of the 40th Hong Kong Watch & Clock Design Competition: Scroll Bar.

To provide industry professionals with the latest market trends and insights from the global watch and clock industry, the HKTDC organised the Hong Kong International Watch Forum on the first day of the fairs (5 September). Representatives from watch associations in Mainland China, France, Germany, Japan, Korea and Switzerland were invited to discuss the industry’s regional trade performance and global outlook. On 6 September, the annual Asian Watch Conference was held with the theme, Shaping the Future of Watch: The Next Design Trends. Speakers delved into sustainability in watchmaking as well as the latest trends and future directions of watch design to inspire new ideas.

Hong Kong Watch Design Competition – uncovering talent
The Hong Kong Watch Design Competition has been striving to elevate the design and quality of Hong Kong watches and clocks and encourage creative ideas, while also identifying local design talent and injecting a new impetus into the industry. The competition’s 40th edition featured an Open Group and a Student Group, with the themes The Beauty of Perspective and Game Code, respectively. The competition was enthusiastically received, with 84 high-quality entries submitted. Winners were selected by a judging panel comprising nine industry leaders and celebrity judge Jessica Hsuan.

In the Open Group, Tam Kwok Tung emerged as champion with Scroll Bar. By ingeniously manipulating perspective, the design creates a sense of depth within the confined space of the wrist, revealing the aesthetic allure of traditional mechanical watches. The first runner-up was Chan Kar Him with TRAVERSE, which features an entirely transparent case and employs a horizontal assembly method to fully highlight the exquisite craftsmanship of watch movement. Second runner-up was Heromex Watch Company Limited for its design, Mondrian. Inspired by the Dutch artist Piet Mondrian, the watch uses basic shapes and primary colours to create an abstract composition. The radiating black lines on the dial are complemented by scattered colour blocks and a skeleton movement, expressing the aesthetics of perspective.

Within the Student Group, Wong Yin Yeung of the Youth College International clinched the champion title for his design, TANZZLE. The designer believed the distance between people brought by the pandemic could be bridged by games in the post-pandemic era. His watch features a foldable design and incorporates a Tangram on the watch face. Wearers can engage in exciting matches with friends anytime and anywhere by racing to form various shapes and graphics with the Tangram. The versatile game play and minimalistic design of the watch inspire limitless creativity.

The first runner-up of the Student Group was Pui Hong Yiu of the School for Higher and Professional Education (DILWL) with Over Game, which features a yellow and black square case that resembles a mini arcade game machine. The face of the watch showcases a scene from the classic game Pac-Man. Meanwhile on the back, a maze game with two steel balls represents the Pac-Man characters giving chase and eluding capture. This playful design embodies a work hard, play hard attitude towards life. The second runner-up was Kwong Wai Yin of the Hong Kong Design Institute for Target. Inspired by the ever-challenging claw machines, she created a watch case in the shape of a coin, symbolising a chance to play, as well as a catch-type clasp. The design conveys the idea of seizing every opportunity.

All the winning and finalist entries were displayed during the Watch & Clock Fair, where the Award Presentation Ceremony of the 40th Watch Design Competition cum Fashion x Watch Parade was also held.

Hong Kong International Watch Forum – profitability trends up in Mainland China
The HKTDC hosted the Hong Kong International Watch Forum on 5 September, inviting representatives from watch associations to discuss the industry’s most recent regional trade performance and global outlook.

Zhang Hong-guang, Director General of the China Horologe Association, cited statistics on 297 watch and clock enterprises in Mainland China. He pointed out that the industry’s cumulative revenue in the first half of this year reached RMB12.491 billion (US$137.5 million), down 11.3% from the previous year, while clock production was 33.6132 million pieces, a year-on-year decline of 9.05% and watch production fell 23.64% to 45.6928 million pieces .

Mr Zhang said: “In the first half of 2023, despite Mainland China’s economic development remaining generally steady, the watch and clock industry’s revenue fell 11% year-on-year. Cumulative exports rose 2.28% year on year to US$2.252 billion. Among this, exports of watch movements reached US$678 million, up 9.79% over the previous year. Cumulative imports totalled US$2.33 billion, an increase of 11.48% year-on-year. These figures suggest that market demand is recovering. With consumption momentum picking up, the watch and clock industry’s production, sales and profitability are all improving, and the market is trending upwards.”

Overseas makers’ prices and volumes grow
Mari Yamazaki, General Manager of the Japan Clock and Watch Association, reported that there were positive signs of recovery in the Japanese watch and clock markets after travel restrictions were lifted following a prolonged downturn caused by COVID-19. The momentum of recovery had decelerated but Japanese watch exports in the first half of the year still exceeded 42.4 billion yen (US$288 million), marking a 12% year on year rise. Notably mechanical watch sales experienced the most significant growth, surging 26% to reach 11.7 billion yen. This trend underscored the enduring popularity of mechanical watches among consumers over the past decade, with high-end watch prices aligning with global trends.

According to Dr Guido Grohmann, Managing Director of the German Association of Jewellery, Watches, Clocks & Supplying Industry, German watch and clock exports recorded a 10% year on year increase last year, rising from EUR1.5 billion (USD1.61 billion) to EUR1.702 billion. Imports also rebounded, escalating from EUR1.865 billion in 2020 to EUR2.195 billion in 2021. Furthermore, the import volume in the previous year reached a new high of EUR2.524 billion, up 15.1% on the year.

Dr Jean Daniel Pasche, President of the Federation of the Swiss Watch Industry FH, highlighted that Switzerland exported watches worth 13 billion Swiss francs (US$14.58 billion) in the first half of this year. Exports of electronic watches surged 18.8% year on year while mechanical watch exports showed an 11% growth. The global appeal of Swiss watches led to increased exports to several countries and regions during the first half of this year, including the United States (+9.9%), Mainland China (+25.4%), Hong Kong (+28.8%), Japan (+5.9%), and the United Kingdom (+7.8%).

Guillaume Adam, General Secretary of the France Horlogerie, said that in 2021 France emerged as the world’s fifth-largest exporter of watches and the fourth-largest exporter of watch components and straps. Based on the most recent export data, watch exports from France rose 17% between June last year and May this year, with a 21% increase in watch exports and a 4% rise in the exports of components and straps.

Dae-Boong Kim, Executive Director of the Korea Watch & Clock Industry Cooperative, observed that the consumption of watches and clocks in Korea displayed divergent trends. Consumption of high-end and luxury brand watches continued to rise as the local economy and living standards improved. In 2022, Korea’s affluent population spent more than US$16.8 billion on high-end, branded watches, highlighting the country’s market and demand for these products.

Industry experts examine industry trends and market outlook
The Asian Watch Conference on 6 September was themed Shaping the Future of Watch: The Next Design Trends. The event featured Anna Dai, Research Analyst of Euromonitor International (Hong Kong), who shared insights on how sustainability was shaping the future of watchmaking. She elaborated on how global brands were integrating ESG (environmental, social, and governance) principles into every facet of their watch manufacturing processes, starting from design to the sourcing of materials. The event also welcomed Zhang Jianmin, Founder & President of Shenzhen CIGA Design Co., Ltd., who provided an account of the success achieved by his domestically established watch brand. He highlighted the journey of Mainland Chinese watches advancing from their origins in Shenzhen to gaining global recognition and prominent in Geneva. His discussion emphasised how Mainland watches had improved in various aspects, including design, production and sales. Independent Swiss watchmaker Ollivier Savelli discussed innovative design concepts and development directions embraced by independent Swiss wristwatches, introducing fresh inspiration and ideas to the world of watch design.
