ASEAN AIPF Opened by President, PLN Presents Green Enabling Supergrid

The ASEAN-Indo-Pacific Forum (AIPF), a flagship event of the 43rd ASEAN Summit, was officially opened by President Jokowi on Tuesday, Sept 5. On the occasion, PLN PD Darmawan Prasodjo emphasized the commitment to achieving Net Zero Emission by 2060 and accelerating the development of renewable energy and the green enabling ASEAN Power Grid project.

“AIPF has specific agenda of building green infrastructure and resilient supply chains through industrial downstreaming. The development of the electric vehicle ecosystem is a concrete example of regional supply chain development,” President Jokowi said.

State-Owned Enterprises (SOE) Minister Erick Thohir said the AIPF is a part of the Indonesian government’s efforts to build cooperation at the Asia-Pacific regional level to encourage sustainable economic development.

“The Government of Indonesia, through State-Owned Enterprises, is actively cooperating with global partners. This includes forming strategic alliances to build electric vehicle battery supply chains, expand cross-country interconnectivity, and participate in regional infrastructure development,” Erick said.

PLN President Director Darmawan Prasodjo said the focus at AIPF was cooperation between countries and private sectors to realize the ASEAN mission in the interconnection of electricity systems. PLN is currently building a green enabling supergrid equipped with smartgrid and flexible generations.

Thus far, PLN has agreements for the ASEAN power grid with two Malaysian power companies: Sabah Electricity Sdn Bhd, to develop the Kalimantan-Sabah interconnection, and Tenaga Nasional Bhd, to develop the Sumatra-Semenanjung Malaysia interconnection. The agreements were signed at 41st ASEAN Ministers on Energy Meeting (AMEM) and ASEAN Energy Business Forum (AEBF) in Bali last August 25.

“We believe that the big dream of the ASEAN Power Grid can bring prosperity to Southeast Asian countries. This dream can certainly be achieved through collaboration,” Darmawan said. “The Green Enabling Supergrid is an effeort balance the renewable energy scattered in Sumatra and Kalimantan, and the the demand center in Java. It will revive the region by creating a new economic epicenter.

“PLN supports the government’s move to become an initiator in energy transition in the APAC community. The construction of Cirata Floating Solar Power Plant is proof of Indonesia’s commitment to developing more environmentally friendly energy sources. It also shows that PLN is able to present attractive investment cooperation schemes so as to encourage investor interest in developing renewable energy projects in other regions,” said Darmawan.

The Cirata Floating Solar Power Plant with a capacity of 192 MWp, by PLN in collaboration with the UAE renewable energy company Masdar, is currently entering the finalization process. The plant, which occupies an area of 200 hectares, will produce 245 million kWh of energy per year and can supply electricity equivalent to 50,000 households.

PLN Signs Cooperation with TANESCO to Develop Electricity Ecosystem in Tanzania

Tanzania Electric Supply Co. Ltd. (TANESCO), a parastatal company incorporated in 1931, has adopted a business transformation implemented by Indonesian state-owned electric company PT PLN (Persero). Aiming to carry out similar developments in Africa, TANESCO agreed to a business cooperation with PLN.

The agreement was marked by the signing of a Memorandum of Understanding (MoU) between President Director of PLN, Darmawan Prasodjo and Managing Director of TANESCO, Maharage Chande, in the presence of Indonesian President, Joko Widodo and Tanzanian President, Samia Suluhu Hassan in Dar Es Salaam, Tanzania, on August 22.

The signing of an MoU between PLN and TANESCO signifies a significant milestone in the field of international business cooperation. This agreement entails the adoption of PLN’s successful business transformation model by TANESCO, ultimately demonstrating PLN’s intention to expand its presence in the global market.

President Director of PLN Darmawan Prasodjo explained that the MoU was a follow-up to a previous meeting in Jakarta on February 10, 2023, with Tanzania’s Minister of Energy, January Makamba and TANESCO Management, regarding a cooperation with Indonesia in developing Tanzania’s electricity sector ecosystem.

Darmawan added the MoU specifically outlines four key areas of collaboration. First, it highlights the importance of digital-based transformation, indicating a joint effort to embrace technology and innovation to enhance efficiency and reliability in power supply services, such as Digitalized Power Plant, Digitally Enabled Distribution Excellence, and Super App utility.

Secondly, the MoU emphasizes the development of the core utility business which includes which includes Maintenance, Repair, and Operation (MRO), and Collaborative Co-investment.

The third point of cooperation focuses on the development of non-core utility businesses such maintenance, repair, and operations (MRO).

Finally, the MoU highlights the importance of capacity building and comprehensive exchange through an internship program between PLN and TANESCO. This initiative aims to facilitate knowledge transfer and skill development between the two companies, fostering a culture of mutual learning and growth.

“PLN has experiences and success stories that can be shared and implemented in Tanzania, especially in terms of human resource management, transformation and digitalization in the electricity sector. For this reason, we will do our best effort in this cooperation, because PLN’s success will also be an achievement for Indonesia,” Darmawan said.

Managing Director of TANESCO, Maharage Chande said the business transformation steps taken by PLN can be adopted by TANESCO to make the electricity system in East Africa, especially Tanzania more reliable and sustainable. This cooperation is also to achieve a common goal towards Net Zero Emission (NZE).

“PLN is a very well-known electricity company in the global arena. This cooperation opens up opportunities for business expansion and also strengthens bilateral relations between the two countries as well as between companies,” said Maharage Chande.

B20 India follow-on: Pertamina to develop Bioenergy-Based Fuels, toward Energy Independence

In his presentation at the BNEF forum in New Delhi on August 24, 2023, Oki Muraza, Senior Vice President of Research & Technology Innovation of Pertamina, emphasized MSME involvement’s importance in Indonesia’s energy transition. He stated that community participation is vital in supplying the raw materials for low-carbon energy development. This process also creates job opportunities for the public while corporations benefit from carbon credits.

“The challenge lies in providing capital or funding and technology access to MSMEs, allowing them to effectively contribute to the energy transition and benefit both the community and corporations,” said Oki.

As a developing country rich in natural resources, Indonesia encourages developed nations to provide funding to developing countries, enabling them to develop technology and its implementation with the assistance of countries that possess resources.

“Currently, there is a global economic gap between highly developed and developing nations. Highly developed countries have a GDP per capita of over USD 50,000, while developing countries like Indonesia have a GDP per capita of under USD 5,000. Pertamina’s Steps in Facing Global Energy Challenges

After the severe impact of the Covid-19 pandemic, the world is once again confronted with geopolitical tensions in Eastern Europe, giving rise to new challenges such as price volatility, supply scarcity, security issues, and economic uncertainties that contribute to the global energy crisis.

Oki Muraza, Senior Vice President, Research & Technology Innovation at PT Pertamina (Persero), explained that the political tensions in Europe have led to dangerous increases in energy prices, posing a threat to energy security and resilience in Indonesia.

“So, we must strive to enhance our energy resilience while working to achieve sustainability goals. How can we reduce emissions and increase the volume of green energy businesses, environmentally friendly electricity, and more,” said Oki Muraza during the Sustainability Summit B20 held in New Delhi, India (8/22).

According to Oki, before the geopolitical crisis, Europe was one of the leaders in transitioning toward sustainability. However, with the decline in energy security, where Europe is once again importing energy sources like coal, there’s a shift in the energy mix that affects the world.

To anticipate this, developing countries like Indonesia and India with lower incomes should collaborate with advanced nations, primarily in capital or financing.

“Collaboration is crucial to address this issue. We have some examples, such as partnering with Japan for CO2 Injection in the Jatibarang field and later in the Sukowati field. Pertamina will continue to expand collaborations, involving substantial international funding, to support the energy transition in Indonesia,” he added.

Furthermore, Oki emphasized that technology development is key in the energy transition, as it improves economic viability. Within the Pertamina Group, there are eight initiatives divided into three blocks.

Firstly, Pertamina’s efforts to generate green energy, sourced from geothermal power, reached 672 Megawatts under its management and 1.2 GW in partnership. Besides producing environmentally friendly electricity, Pertamina in the geothermal fields is also developing Green Hydrogen, which holds great potential for export markets.

Secondly, Variable Renewable Energy, such as solar PV, changes over time. These variable RE sources should be integrated with the Grid and Energy storage, commonly known as batteries.

The third block involves harnessing the abundant energy resources in Indonesia, such as rainfall, solar radiation, and biomass. These resources are processed simultaneously. Some could become vegetable oil, green diesel, or bioethanol mixed with gasoline.

“How can we refine them into lower-emission fuels, utilizing the current infrastructure with lower emissions,” Oki explained.

In line with this, Valentin de Miguel, Senior Managing Director of Growth & Strategy Lead Growth Market, explained to address global energy challenges, developing countries must earnestly focus on implementation and execution.

“Therefore, it’s imperative to drive innovation, research, and analysis of alternative fuel technology reliability, like hydrogen, ammonia, and especially carbon capture. These three major technologies are essential for progress,” Miguel stated.

Pertamina’s Innovations Support Energy Transition in Indonesia

Oki Muraza explained that Pertamina’s operational decarbonization is focused on the Carbon Capture Utilization and Storage (CCUS/CCS) technology development and Biofuel. “Pertamina has the initiative to implement CCS or CCUS through CO2 injection technology, first applied at the Jatibarang Field in West Java. This technology could enhance oil and natural gas production through CO2-EOR while significantly reducing greenhouse gas emissions,” stated Oki.

Oki continued that in addition to carbon capture and utilization technology to support the energy transition, Pertamina is also committed to developing Bio Refineries or Green Refineries to produce more environmentally friendly fuels. ‘These green refineries process renewable raw materials such as palm oil (RBDPO) and used cooking oil (UCO),” he added.

Currently, according to Oki, Pertamina’s operational Bio Refineries include the Cilacap Bio-Refinery and Dumai Bio-Refinery, which produce HVO (Hydrotreated Vegetable Oil), Green Gasoline, and the Plaju Bio-Refinery and Cilacap Bio-Refinery, Green Diesel at the Dumai Bio-Refinery, as well as Green AvturJ2 at the Cilacap Bio-Refinery.

“We also aim to implement bioethanol, using various raw materials, including waste from palm oil such as Oil Palm’s Empty Bunches,” Oki added.

According to Oki, the Covid-19 pandemic and geopolitical tensions have significantly impact global energy price volatility, supply shortages, security issues, and economic uncertainties, causing a shift in the short-term focus of energy transition towards energy resilience.

“While developed countries focus on sustainability, developing countries prioritize energy security and affordability, as they act as catalysts for economic growth,” he conveyed.
